Hearing: The Dynamic Gains from Free Digital Trade for the U.S. Economy
On March 27, 2019, training for the 7th stream of the additional education program was completed at the Federation Council of the Russian Federation BCL «Legal framework and legal practices for working with digital assets and blockchain projects».
As part of the last lesson, a round table was organized for the participants of the course, during which they, together with the first deputy chairman of the Federation Council on Economic Policy Vyacheslav Timchenko, the founders and teachers of the course, as well as invited experts, discussed the regulation of the digital economy and modern technologies in Russia. Special attention at the round table was devoted to the discussion of issues of digitalization of the regions of the Russian Federation.
Vyacheslav Timchenko noted that the regulation of the digital economy is a priority for the Federation Council, and in addition to the adoption of major bills, it is necessary to consider many other projects that allow the implementation of digital technologies in a number of industries, such as data registers, notaries, public procurement, etc., as well as allowing the development of data technologies in the regions of our country.
According to him, it is extremely important to have a legal community capable of forming a practice of law enforcement even before the adoption of normative regulation, focusing on which it will be possible to create comfortable legislative regulation..
The roundtable participants also discussed all aspects of the use of blockchain technology (cryptocurrency turnover, IEO and STO, organization of mining and the use of smart contracts) in various areas of business and in the public sector..
Managing partner of a law firm «EBR» and co-founder of the BCL program Alexander Zhuravlev said that soon the defendants will not be able to use the legal vacuum, since with the adoption of laws «About Digital Rights» and «About CFA» citizens and businesses will finally receive the rules of the game in this market and guarantees that their rights and legitimate interests will be respected. However, he added that the existing version of these Federal Laws does not create a full-fledged basis for the development of the digital economy in the Russian Federation.
In addition, within the framework of the round table, the general director of InfotropicMedia Holger Zscheige gave a lecture for the course participants. He spoke about the global development of the legal services market and LegalTech, as well as the possibilities of using artificial intelligence in this area. According to Holger, if we compare the Russian LegalTech market with the markets of other countries in terms of the number of solutions and products created by companies, it is competitive, since our country has worthy projects in this area..
The organizers noted that admission to the new group of the BCL course has already opened, the training of which will begin on April 8 in the State Duma of the Russian Federation. Additional lectures and practical exercises will be added to the program – for example, listeners will be able to listen to the position of the Central Bank in the field of regulation of digital assets from the first person. Heads of expert groups of the Financial Technologies Department of the Bank of Russia Maria Telegina and Yulia Kozintseva will speak at the course.
